Grace, I think I found the answer. See this book on top of page 133: 'Changing the language setting in the Mac OS is an option in Apple > System preferences. Any change you make will apply to all applications, not just Picasa.' No idea how to find Apple > System preferences in a Japanese version, but give every dropdown menu a try till you see languages. FYI, attached is a screen capture of the Tools menu in a Mac environment. The only solution for Grace, as far as I can see it, is to change her Mac's language and region settings (System preferences > Language & Region) to English.
This will indeed alter settings for all programs on her system, not just Picasa.
